ACC Chief Points to China’s Anti-Corruption Model as Zambia Seeks Lessons

Zambia could draw valuable lessons from China’s approach to preventing corruption, Anti-Corruption Commission (ACC) Director General Daphne P.S. Chabu has said.

Chabu highlighted China’s “Three No’s” concept, which seeks to make public officers afraid to engage in corruption, unable to do so and unwilling to do so.

She made the remarks in Cairo, Egypt, during the opening of a regional training programme bringing together African countries to exchange experiences in the fight against corruption.

“For Zambia, this training comes at a time when we are intensifying our own fight against corruption,” Chabu said, adding that the Chinese approach offered lessons for strengthening integrity in public service and protecting public resources.

The programme runs from October 16 to 23 and is jointly organised by the China Academy of Discipline Inspection and Supervision (CADIS) and Egypt’s Administrative Control Authority (ACA).

A total of 29 participants from 22 African countries, including Zambia, are taking part in the week-long training.

China also signalled its commitment to closer cooperation with African countries on anti-corruption efforts. CADIS Vice President Cai Zhiqiang described the fight against corruption as an emerging area of China-Africa relations, which have developed over more than 70 years.

Egypt’s ACA Head of International Cooperation, Mohamed El-Ngomy, said the programme reflected a shared commitment to building stronger anti-corruption systems across the continent.

The ACC said Zambia’s participation would provide an opportunity to learn from international experiences that could inform efforts to prevent, investigate and prosecute corruption.
