Lusaka Needs Order — But Mayor Mwewa Must Follow The Law, Says Former Mayor Kamanga

Former Lusaka Mayor and Permanent Secretary Elias Kamanga has backed the objective of Mayor-elect Chitambala Mwewa’s Operation Clear Path, saying the removal of illegal street vendors is necessary for public health, safety and an orderly capital. However, he says even a good objective must be pursued within the law.

Kamanga argues that because newly elected councils and mayors have not yet been formally installed, questions arise over whether major decisions involving council resources, relocation of thousands of traders and coordination with law enforcement have followed all the required procedures. He says council decisions ordinarily need to be properly resolved and recorded so they can withstand any legal challenge.

His comments come as Lusaka City Council moves into Phase Two of Operation Clear Path, targeting Katondo Street, unauthorised bus operations, wheelbarrow traders and other activities in undesignated areas. The council says traders should operate from recognised markets and that enforcement will continue.

“Good intentions do not immunise administrative decisions from legal challenge,” Kamanga warned, urging President Hakainde Hichilema to appoint the Minister of Local Government so councils can be formally inaugurated and mayors installed. “Lusaka needs order. Lusaka needs clean streets. Lusaka needs disciplined trading. But above all, Lusaka needs lawful governance.”
