ZUTDAW Rejects SI 47, Threatens To Down Tools Next Month

The Zambia Union of Tanker Drivers and Allied Workers - ZUTDAW has rejected Statutory Instrument No. 47 of 2026 which declares petroleum supply and distribution, and toll point and weighbridge operations as essential services. Addressing the media, ZUTDAW President Shaft Mubanga accused oil marketing companies of taking advantage of the new law, claiming they "boast of having more rights" and have been telling drivers that "government can’t do anything to them even if they mistreat the worker."

Mr. Mubanga said the declaration has effectively silenced workers and removed their right to fair industrial action, leaving tanker drivers vulnerable to poor working conditions. He has called on President Hakainde Hichilema to intervene immediately and reverse the SI, warning that if the Statutory Instrument is not reversed by next month, the union will have no choice but to down tools.

ZUTDAW Secretary General John Changwe also condemned the manner in which the Statutory Instrument was effected, describing the authorities responsible as "inconsiderate." Mr. Changwe said the union was not consulted prior to the declaration and that government went ahead without notifying stakeholders in the transport sector. The union says it remains open to dialogue but will not accept a law that undermines workers' dignity and bargaining rights.
