LUSAKA – Amnesty International has called on Zambian authorities to immediately release ZNBC journalist MacPherson Mukuka and drop all charges against him, saying his arrest raises concerns about press freedom and the application of the country's Cyber Crimes Act.

Mukuka was reportedly charged under Section 10 of the Cyber Crimes Act, 2025, which prohibits recording a private conversation without prior notice and publishing it on social media.

In a statement, Amnesty International Regional Director for East and Southern Africa, Tigere Chagutah, said the case could have a chilling effect on investigative journalism, particularly as Zambia prepares for the 13 August general elections.

"MacPherson Mukuka's arrest raises serious concerns about the application of Zambia's Cyber Crimes Act and its potentially chilling effect on investigative journalism," Chagutah said.

He accused authorities of using cybercrime legislation to intimidate journalists and urged the government to ensure the media can report on matters of public interest without fear of reprisals.

Amnesty International also expressed concern over the summoning of Millennium TV journalist Rogers Mwimba by police after he posted a video showing revellers dancing to an opposition campaign song.

According to the rights organisation, Mukuka was detained on 17 July and formally charged on 21 July. Amnesty said the recording in question allegedly captured public servants discussing campaign-related matters.

The organisation noted that Zambia's Cyber Crimes Act, 2025 and the Cyber Security Act are currently being challenged in court, adding that the developments come just weeks before the country's general elections.

Police have previously confirmed that Mukuka is facing an alleged cyber-related offence. The matter remains before the courts, and no finding of guilt has been made.
